Ladies and Gentlemen, the people who make these kind of decisions also breed.  Well, assuming they survive, I suppose.

It's bad enough that someone has jury-rigged a shower immediately next to a circuit panel.... (or is it a circuit-panel next to a shower?) but then there is that extra open outlet just below the panel.  So even if the panel door is closed, any water is gonna certainly splash into that open socket, causing an electrifying shower experience, unlike any shown on shampoo ads.

I'm pretty confident that this didn't pass any city inspection.electrifying | What I Sew

I'd go with shower was there first, but the fact that the showerhead is newer and not the typical 1950s patina covered version I expect, it would appear they still might use that shower.  Maybe the movie Idiocracy is actually a documentary?

I'd agree... the circuit panel (and it's conduit) appears to be newer than the shower and it's acourtrement.  That's even more concering, 'cause you know that no self-respecting licensed/bonded plumber would have installed that panel so close to a functioning shower head.

How shocking it might be would be dependent on how well they contain the water while it's spraying.  Just maybe an angry spouse had the shower installed
