You may ask if there is a way a Home Inspector can determine if the moisture that he or she finds is from seepage or from conensation.

The answer would be yes, your inspector could tape a small mirror, plastic, or even some aluminum foil to the surface of the foundation of the home, ether the inspector or the client can go back to the home several days later to see if there is any moisture on the surface of the material or under the material that was use for the test. Now if the moisture is between the material and the foundation wall of the home, then the moisture is most likely seepage. But if the moisture is only on the surface of the material then it very likely condensation.
