About 3 ½ years ago, I was working on behalf of new construction buyers in Smyrna, GA. As the home was near completion, I pointed the buyers to an inspection company to assess the builder's final product. While there was a good number of defects, including code violations, I want to discuss one in particular: the back deck. Per code, there was no evidence that it was properly anchored to the house; this is usually accomplished by using thick ledger bolts to secure the deck to the rim joist of the house itself. There was also insufficient blocking on the interior portion of the basement area to support these bolts. You are probably wondering how this could be. Well, oftentimes there are variances in code interpretations. A builder will often only implement that which is required within the specific city or county. Also, if the local inspector doesn't mention something, either by oversight or it does not apply to local code, then the builder finds it to be suitable.
