As an inspector I from time to time come across issues that are hard to help our lcients get around. Cat urine is one of these issues. Once it gets into the under flooring material(wood) it is really hard to get it out. I believe that your local vet can sell you something called "Out Right" to get rid of the cat urine stains and or odour. It works by pouring a liquid onto the stain and the bacteria/enzyme actually digests the urine. I got this product name from another inspector (Mr. Ron Tropea) who's brotherer is a veterinarian. There are a lot of products like that now.  Just be sure it has the enzymes that eat the urine.  Not sure if it will completly do away with the odor but it may make it livable.

It will work if the stain is not too big, or too deep into the underlying wood structure. In some cases, where it is a large area, and has existed for a long time, it has soaked so far into the wood, that it would also take whatever product you use a very long time to soak in and eliminate the smell. In these cases, the only thing you can do .. is replace the wood.

Yep, cat pee is a mess!  Take a look at this home and you will see what happens once the subfloor is saturated.  If it is a wood subfloor you have to remove it!

Concrete holds urine stains just as well. From past experience with rentals and getting some help from an experienced contractor, he told me to use Dry-Lok on the basement slab where the dog urine stains were. I thought no way it would help. I rolled the entire basement slab and after it dried you'd never know they had 4 pits in the basement (which weren't supposed to be). Smell was completely gone, plus I have a nice clean looking slab.

I hate cat smell in the worst way. They really can tear up a house. Even if it is just the smell in the air. Yuck
