Can you spot both serious escape issues? If the occupants deadbolt their door from the inside and need to get out in a fire, the result will be tragic if they don't remember where they put the key. Safety is a big part of any home or commercial building inspection.

I don't think we could have noticed the keyed dead bolt from the outside photo, but you are totally correct.  I made that same recomendation yesterday.  The barred windows are my biggest concern here.  They should be repaired immediately so that they can be opened from the inside for safety reasons.  I'm glad you spotted this.  I hope they fix the problem.

I wonder with the broken window sill if there is enough settlement that the windows even opened.

It would be cheaper to replace the dead bolt latch with a thumb latch then to remove the bars.

Did all of the windows have bars on them?

In most of the older home that I inspected the window cannot be open by a child if they need to get out.

I have always called out the double dead bolt as a fire safety issue and often times I get the argument that the police department recommends them for security purposes.
