Homeowners who pay their mortgage on Time!!!

As our government looks to bail out the home owners, lenders, and mortgage industry from foreclosure disaster, I wonder what should be done to help the homeowners who have continued to live up the commitment they have to pay back what they have borrowed?  It seems that if you stop paying your bills our government wants to reward you with a lower more manageable interest rate and better funding.  Has anyone looked into helping the ones who have a good payment history?  Maybe if we reward the ones who pay on time and help to keep the cash flowing we would see a better return on our money.  I have a problem bailing people out who were part of the reason they are in this situation.  Maybe we as a country should look into how we can enforce the legal contracts people signed when they agreed to re-pay the mortgage.  Maybe we can even look into criminal charges for those sellers who decided to strip the home of its valuable prior to vacating?
