Hi Joan,
I have worked for at least three companies that use that practice of having notaries bid on jobs. I must say I find it applauding. These companies tend place you in a grading system in which they determine who they can get to do the services for next to nothing. Some have informed me that if I lowered my prices they would put me at the top of their list and give me repeat business. At that point I requested to be removed from there listing. These types of services are not beneficial to anyone because what you will find is that the inexperience will set low ball prices and provide shappy service performance. What I find amazing is that the same company that ask you to lower your price, then to calls you back to assist in getting service performed correctly when they should of accepted your price initially. I have not found it to be a professional approach for rendering quality services.
