It's probably valuable to qualify the intentions behind building those relationships.  Specific to your example of commenting on blogs, it's obvious that you're attempting to build a relatninship in earnest versus that of someone simply commenting just for commenting's sake.  From experience (on both sides), commenting in the "right way" is appreciated all around, and helps build a rapport grounded in legitimate interest and earnest.

I am investing in social networking and relationship building, but there seems to be no end.  I have to remember to network with my real life friends and family too.... haha.  At least many of them are online networking too.  What an interesting online world it is.
