I just finished reading an article about how some cities, like Austin, Texas, have implemented a "Pay As You Throw" system (PAYT) of charging households for garbage collection.

My trash collection service here charges $29 a month, and while there is a limit on the amount of trash, it's such a high limit that I've never come anywhere close to meeting it. Since I don't have a McMansion on six areas of lushly landscaped grounds, needing constant caring for and trash pickup from their massive entertainment parties, I'm pretty sure that I could easily vote for a PAYT system because I suspect that my monthly charge would decrease drastically.Ā 

Just like water, gas, and electricity,
pay for as much as you need.
