The San Diego Plant Atlas is a sponsored by the San Diego Natural History Museum. It has already take several years to collect more than 36,000 specimens of plant species found in San Diego County. Due to our Mediterranean climate, where virtually anything will grow when its watering needs are met, is claimed to be the most diverse county in terms of plant species in the lower 48 States.
Keeping in mind that the San Diego Zoo is also an internationally recognized botanical garden, I have no doubt that there are, indeed, quite a few plant species here in the County, including some that are not desired due to their invasiveness.
