Is it just me or is there something just not right about this wheelchair ramp?

I just happened across this pic on the net and thought it was funny. Would love to know the story behind it. If it isn't a wheelchair ramp, not sure what else it would be. Doesn't look like it's been photoshopped or stairs added to the top. I'm sure there are guidelines about how steep and the length handicap ramps can be, but that doesn't make sense either.

It's not just you -- this is weird.  Maybe they never completed the job... obviously, this job was never inspected.

Looks like they ran out of funds. maybe they could float a bond issue or better yey borrow the money from China!

Hmmmm, you didn't Photoshop it did you?  Maybe it's for one of those new "walking" wheelchairs?

Wow, there has to be some story behind that picture.  Maybe the city should set up a fundraiser to fix that...It can't cost that much to pour out a little more concrete over those top steps.

Keith, that is pretty funny.  Even when they manage the first set of steps it looks like there is more to come---if they are going up.  I wonder if they added the stairs and the ramp was there originally.  Perhaps the "real" wheel chair access is somewhere else?  Very funny regardless:)

Kent - I know a whole bunch of "skaters" who would try and figure out how to ride up the hill and jump the steps.  This cracks me up, we just laughed and laughed.

Funny ---

I took a very quick look, and surmised no guardrails, no handrails between the starirs and ramp ---

After reading the first few comments, I looked back at the pic and saw ramp running into the top steps...

this is a ramp at a skatepark. ive seen it before and thats called a euro gap, where the ramp ends short and below the landing. you could skate it from both directions and so yeas it is a skate ramp not a mistake. too bad more citys dont support skateparks or more people would be able to answer thatquestion.
