I would like to comment on the Section 8 program.  We have a number of Sec 8 tenants.  It is true you have to go thru an initial inspection and then annually after that.  But they are inspecting for normal stuff that should already be completed if the unit is in good condition.  Smoke detectors, window locks, HVAC working, no water leaks, hot water discharge properly installed, no broken windows, etc... just to name a few.  If you are renting "economy" property it is a good source of tenants.  You are able to screen the tenants for criminal, income, past rental history, etc just as you would any other tenant.  In addition, if you are having problems with a tenant (noise, trash, damages, etc) that is a violation of your lease you are able to evict them just as you would any other tenant.  In addition, you are to provide your local housing office with a copy of the correspondence (I just fax mine in) so that they are aware.  Beyond that...if the tenants are evicted by you... they are in danger of loosing their Sec 8 benefits (they don't want that).  You can also evict them for non-payment of their portion of the rent.  They definitely loose benefits for this one.  Also, we have been in business long enough that now past tenants are applying for Sec 8 benefits.  We receive rental inquiries from the Local Housing Office....If they were not good tenants, owed money, etc. that is your opportunity to let Housing now.  Frequently, then they will not receive benefits.  All in all, most of my Sec 8 tenants are my best tenants.  They keep their house clean, they don't call unless something really needs fixed and most are easy to get along with.  Of course, you are going to find a few unpleasant, nasty people...but as a good it is good.  Sec 8 tenants have to pay a security deposit just like everyone else.  And...if at the end of the year, you do not want to continue with that tenant (for some reason), you can provide them notification that you "will not be renewing their lease."  Housing honors that and they have to move.
