As Is isn't always.......

Bank owned and REO's seem to be everywhere these days and they all say the same thing.  This property is sold "as is".  We have been finding this not to be necessarily true.  In fact this year we have seen banks pay to re-wire houses, replace and service furnaces, make infestation treatments, mold mitigation and make sizeable price drops after inspection responses.  Buyers shouldn't let "as is" properties scare them away.  Have others seen the same thing?
