Portsmouth - The City announced that they finalized a deal for Sembler Company to purchase and develop the 24.5 acre site of the old I.C. Norcom High School site in Midtown.  The site has been vacant for years, and sits directly across Frederick Blvd. from a recently opened Wal-Mart.  Sembler plans to begin construction next year and hopes to have the first stores open in 2009.
