If you Conserve your water during the wastewater averaging period you will be able to get the benefits for 12 months.  The city of Austin does this by measuring your monthly water usage for 3 months over the winter time.  This is done at this time, because most people don't use their outside water and they can get a good idea of how much water you really use.

So now the question is How does wastewater averaging work?
Beginning in November and ending in March your water usage will be monitored. Then the month with your highest daily usage of the three will be eliminated. They then take the water usage during the two other months add the total together then divided by the total number of days in those two months.  Then they average is multiplied by 30.4 and BAM you get your average.
Then starting with Aprils billing date you will get to see the rewards.
