The 30-year fixed-rate mortgage (FRM) averaged 5.19 percent with an average 0.7 point for the week ending Dec. 18, down from 5.47 percent last week and 6.14 percent a year ago.

The 15-year FRM averaged 4.92 percent with an average 0.7 point, down from 5.2 percent last week and 5.79 percent a year ago. The 15-year FRM has not been lower since April 1, 2004, when it averaged 4.84 percent.

Rates on adjustable-rate mortgages (ARMs) were also down, with the five-year Treasury-indexed hybrid ARM averaging 5.6 percent with an average 0.6 point, down from 5.82 percent last week and 5.9 percent a year ago.

One-year Treasury-indexed ARMs averaged 4.94 percent with an average 0.5 point, down from 5.09 percent last week and 5.51 percent a year ago. (Provided by Janet Lee)

Is this enough to get  buyers off the fence?  It can't get much better than this.  If buyers will move in, the sellers in turn, will be able to move on and reinvest in  properties they want.

Yes the rates are low there might be a lot of ref it seems though until the jobs start coming back

we want see any real push our economy needs to get moving again. I received a couple of

e-mails yesterday from financial institutions here that were quoting 4.75% & 4.50% 30 yr fixed

hard to believe.

This is a great time to purchase if you have a good down payment, a job and great credit

Rates are low but the availability of money has not loosened up as much as we had hoped.  Hopefully next quarter things will open up!

Eloise, the rates have been droping for the last three to four weeks, and might even drop lower if the Fed's buy up some more mortgage back securities.

John- Rates were even better than I thought. I do agree that we need the job growth to stimulate the economy. All parties, including lending institutions seem afraid of making commitments. I applaud those buyers with liquidity who are stepping up and making decisions because it is a great time to buy.

Jean P.- You are right. Lenders are requiring higher downpayments like in the old days, as well as impeccable credit. That's the reason many of the current buyers at those fortunate enough to have sold their home and so aquire the downpayment for the current purchase.

Jean G.- Apparently lending institutions may be over compensating for the excesses of the past and are making requirements so stringent that very few can qualify. Sitting on funds and not lending would seem to me to be helping to prolong the stagnation of the market. 

Dinah- The qualified buyers do need to jump on the bandwagon.

Jennifer, Gita,- I read a news item that the President is asking lending instutions to stop sitting o the funds and release them to the those seeking loans to help restart the economy.  

George- I think that is what many qualified buyers with cash are waiting for, an additional lowering of rates -trying to time the market - always risky. But I have always found your posts and comments intuitive and perhaps we need greater stimulation
