Hmmm. I have no clue. A bit location sensitive. I does look like a city hall thing.

On top of Old Smoky all Covered with Cheese :-)

I'm guessing this has something to do with the city's survey system, because it has directions but no dates. Am I on the right path?

That's all; bragging rights???? LOL Okay, let's see.... not in C, V., so it could be anywhere, then. How about...I don't know...:( More clues...

It looks like a manhole Utility cover in the street. Either for sewer or other services.

Charles, It looks like a survey marker marking the geographic center of the town, or what used to be the center of the town....

WOW, I am shocked... No one has guessed it yet!!! Let me think of another clue....

As I now sit and reflect more about your post the following morning, I find that I did not read your post very well. You did not ask what this photo was of.

You only asked where was it taken. Given the nature of the compass points I would have to guess that it is in the center of town as in a town square or courtyard.

My guess would be its the Center of Virginia? Is that your wad of gum on the marker? You should really pick it up.
