As I now sit and reflect more about your post the following morning, I find that I did not read your post very well. You did not ask what this photo was of.

You only asked where was it taken. Given the nature of the compass points I would have to guess that it is in the center of town as in a town square or courtyard.

My guess would be its the Center of Virginia?  Is that your wad of gum on the marker?  You should really pick it up.
