I am going with something in Washington that recognizes the states. Not sure what. By the look at the wear it looks like something that is embeded in the sidewalk

Charles, Based on the compass point in the Charlottsville post, and the general geographic position of LA, it must be a bearing to where certain cities are located in relationship to Charlottsville...

Charles, I agree with Tony, these markers are embedded in a walk and are pointers to cities - all in relationship to Charlottsville. Maybe something to do with the Civil War as VA was part of the CSA...

Charles, based on the position of NO and NY being opposite compass points in relationship to Charlottsville, it must be cities that, if you drew a line from city to city on a map, the line would pass through Charlottsville. The markers are either in a square or in a park somewhere.

Charles, I know that I am close but no cigar. I need to know which answer I gave is the most correct. I have seen these before in other cities but I cannot remember what they are called. I do not recall seeing one of these in Franklin though.
