Washington Update .......... Loan Limits & Tax Credit

As some of you might know by now, the House passed a stimulus bill last week. In my opinion the two key provisions of the House bill is the restoration of 2008 loan limit sand new tax credit. The Senate has not yet passed the entire Stimulus Bill but passed an expansion of the tax credit proposal on 2/4. The proposal would be available to all purchasers (not just first-time homebuyers). The key elements are:

  • A tax credit in the amount of $15,000 or 10 percent of the purchase price (whichever ever is less), with the option to utilize it all in one year or spread it out over two years with no repayment, unless the house is sold within the first two years.
  • The tax credit is available to all purchases of any home from date of enactment for one full year.
  • Able to claim the credit against the 2008 tax return.
  • Buyers must occupy the homes for two years as their principal residences.
  • Purchases of homes by investors are not eligible.
  • Terminates the previous $7,500 Housing Tax credit on the date of enactment.

It is expected that the Senate will pass its entire Stimulus Bill by this week-end. If that happens the House and Senate will then have a conference next week to work out the differences between their bills.

This would be helpful for first time home buyers, renters and the real estate industry. 

It won't help the 1/3 of the homeowners in the country who can't make a move because of negative equity.

But, we take what crumbs they toss out to us.

I hope these changes end up in the final stimulus bill!  I have several buyers sitting on the fence and this would really make a difference.  I think this still has a ways to go before both the house and senate agree on a final bill -- so we will have to wait and see a little longer.

Ron, do you have a link to that feature????

Lenn turning this market around would take care of the negative equity, so in my opinion turning this market around is what needs to be done and hopefully this will contribute towards that.

Joan, in the last one bill the $7,500 tax credit was back dated to April of 2008, I would think that they would probably do something like that with this one.  So people should take advantage of the low price and low interest rates now.

This new limit of $15,000, or 10%, is much better than the non-effective first one, so long as it passes as such. It would definitely help on the demand side.

I know that someone up on capital hill is trying to make this thing turn around but I'm still not seeing it make any major impact on the housing market. I'm not sure how this will help people who have a hard time to qualify for a loan. I think this will be more of a long term effect later on after the purchase.

I bought a home when a tax credit was offered in 1975.  It definitely was the nudge I needed to jump in to a slow housing market at that time.  I prefer this over some of the other items in the stimulous package which is nothing more than a buying spree but don't get me started.

Neal the only people that I am seeing having a hard time qualifying for a loan are those with BAD credit or without enough income to purchase a house.  Oddly enough it was giving people with bad credit and not enough income to purchase a house that got un into much of this mess.

Lets hope that this proposal gets passed by the Senate - it's a problem when buyers find out about the proposal, wait to make a decision and then find out it's been changed or defeated and continue waiting for the next buyer program - making this a reality should make a HUGE difference to get the market kick-started

Ed, I am concerned about the same thing especially after what happened with the last stimulus package.  It took forever to come to an agreement on, and it ended up not looking like anything that it started out as.
