Only 27 times since the Constitution was ratified has Congress voted (requiring 2/3 approval from both Houses) to make a change (called an Amendment) to the original document.  The first 10 changes were all approved at the same time in 1791 and have been collectively called "The Bill of Rights".  The eleventh through the twenty seventh Amendments occurred over the next 200 years.    

Amendment 11:   Judicial Limits.  Ratified 2/7/1795

The Judicial power of the United States shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the United States by Citizens of another State, or by Citizens or Subjects of any Foreign State.

Nate,

Did you know a judge cannot be sued even if they unlawfully incarcerated a person?  Why should they be above the laws they swore to uphold?
