Adding a border in Photoshop is a good, basic skill to have.  It's a simple process, but as in most things Photoshop, the tools are hidden in unexpected places.  Once you know where to find the right tool, you've got it made!

The steps are the same for both Photoshop Full Version, and Photoshop Elements:

1.  Open an image.  Resize if needed.  I usually pull the lower left corner of the image window out a little ways to create some working room around the image.

2.  Hit Select -> All.  You'll get the "marching ants" selection border around the entire image.

3.  Hit Select -> Modify -> Border.  Choose a pixel width for the border.  I used  4 pixels for the sample image.  Hold on, there's a few more steps.

4.  Choose a color for the border by clicking on the "Set Foreground Color" tool at the bottom of the tool bar   Clicking on the top box will pop up the color picker window.  Click on the border color you want.

5.  Hit Edit -> Fill Selection (use Foreground Color will be selected by default)  Hit OK.  Hit Select -> Deselect to remove the marching ants.

Leon -- Photoshop Elements 5 - can do almost everything the Full Version Photoshop can do, and it is priced at $79.99 on Amazon

Irfanview is freeware -- you can download it here -- and has a pretty-darn-good arsenal of tools,   you might want to take a look at it.

You can make cool bevel and embossed, a plain stroke, drop shadow and glow effects if you learn how to use layers. Simply select all like the tutorial says and press ctrl (command on MAC)+ J to duplicate the picture to a new layer, then open your layers palette under the "window" menu and double click on the layer to bring up the layer styles dialogue, this is where all the cool effects are. Doing a Gausian blur on the selected area makes a cool faded "border."
