Cambria California Moratorium Desalinization Plant

The primary Cambria real estate issue in Cambria California is the current moratorium that has been in place since November 2001 and the plan to build a desalinization plant to lift the moratorium.

The Cambria Community Services District (CCSD) has not issued water permits since the inception of the moratorium. The price of real estate water hookups in Cambria has steadily increased since then and are currently just below $400,000 on the open real estate market. 

 

water spicket clip artGenerally lots for sale in Cambria are sold to neighbors who may have interest in extending their property lines. If a lot has a nice location such as ocean views for a potential ocean view home it can be sold to someone interested in bringing a water meter there to build.

Properties with no water position have a possibility of receiving water by having a water position or a water meter transferred to them. 

Conditions of transfer include size, location, ownership, and lot retirement.

  • Size: The property receiving the water must be 3,500 sq.ft. or larger.
  • Location: Property receiving the water must not be in designated locations that have been designated to not receive water.
  • Ownership: Both the receiving land parcel and sending land parcel must have the same owner.
  • Retirement: Either the sending lot or an alternate lot must be retired.

 

Cambria is about four years away from having this moratorium lifted. The project to lift it is the planned desalinization plant. At which time the qualifications for the moratorium to be lifted will be in place which is a "dependable water supply". Once a dependable water supply is in place Cambria real estate growth will return to the 1% - 2.3% rate which the county determines each year. This means 27-65 water permits will be issued per year with the ultimate number being determined by the Cambria CCSD.
