ORINDA ROADS, DRAINS AND WATER SUPPLY BOND MEASURE

This Proposition may be known as the "Orinda Roads, Drains and Water Supply Bond Measure" or as "Measure E".

"Orinda Roads, Drains and Water Supply Bond Measure. To implement the Orinda Infrastructure Finance Plan which will provide funds to repair damaged roads, collapsing drains, and inadequate water supply, shall the City of Orinda issue fifty eight point six million dollars in bonds, requiring an annual independent audit, requiring monitoring by an independent citizens oversight committee and mandating that bond proceeds will only be spent to improve Orinda streets, storm drains and water supply?"

By approval of this proposition by at least two-thirds of the registered voters voting on the proposition, the City of Orinda shall be authorized to issue and sell $58,600,000 in bonds to provide financing for a portion of the cost of acquisition, construction and/or completion of municipal improvements consisting of repairs and improvements to roadways, storm drains and water supply.  

Roads -

  • The City of Orinda inherited 92 miles of public roads upon incorporation in 1985.
  • Two-thirds of Orinda's roads are in poor or very poor condition with an average pavement condition index (PCI) of 46 in 2006.
  • The average PCI in Orinda is expected to decline to 41 over the next five years at the current level of the road maintenance budget.
  • It costs five times more to fix roads in poor condition than to maintain roads in good condition.
  • Bond proceeds will repair major and residential roads.
  • Present City roads funds will be dedicated to fund the high volume and residential streets.
  • Contributions from the City's reserve in the amount of $2.5 million will supplement the program.
  • Combined revenues from a bond measure, City budgeted pavement management funds, and drawdown from the City's reserves will provide funding to repair major and residential roads over the course of the bond term.
