Victory Gardens began as a 300-unit development built by the federal government shortly after the US entered WWII in 1941. The development was built on a 91-acre tract in what was then a part of Randolph to provide affordable housing for the workers assigned to Picatinny Arsenal as a part of the war effort. The development was seceded from Randolph in 1951 when the area was incorporated as Victory Gardens.
