Johnson County is on the southeastern side of Raleigh, and offers an easy commute to downtown Raleigh.  There's lots of new shopping in Clayton, and the beach is closer than nearly anywhere else in the Triangle!

Town of Smithfield - $2700 yearly, or $225 monthly.

Lowest Property Tax Rate in Johnston County NC

Moccassin Creek Service District (outside city limits) - $1600 yearly, or $133 monthly.

People sometimes don't think through property taxes.  Also, how large is the taxable area?  An increase in a small area will impact harder than an increase in a larger area with more property.
