Top of the World Special Project Area #2 (SPA 2 - Top of the World) is a special area in Cambria California designated by San Luis Obispo County. This area of
Cambria real estate is planned to not receive water hookups after September 2007 and will not have water meters or water positions transferred to it. Only water positions or water meters that are currently on land parcels in this area are able to be used to build new homes in the future. Construction of new homes in this area will not be permitted if water is not already on the property past 9/24/2007
There are two Special Project Areas of Lodge Hill in Cambria with special resource protection. SPA 1 in Fern Canyon and SPA 2 with issues related to the area’s visibility from Highway One, because of the area’s prominent location and lack of screening vegetation. This area also called "The Top of the World" is on the west side of Highway One and bounded by Green Street and Pineridge Street.
The top of the world in Cambria California is so named as it has one of the best views of the rolling hills of rural Cambria South East of the town. This area also has a high visibilty from the highway as you enter town from the South on Highway One: This is the main reason to keep this area clean of future construction and homes for sale.
Cambria is currently in a water moratorium and no new water hookups are being released. The CCSD is purchasing lots from property owners who desire to retire their lots can present this purchase opportunity to the CCSD and they will work with owners who initiate such an interest.
The Cambria real estate Buildout Reduction Strategy is to reduce the total number of water connections to be distributed in Cambria to approximately 4650 total lot connections. These connections include 3578 existing connections, 666 connections on the water waitlist, and 406 other available connections. The plan is that once these water hookups have been distributed Cambria will have reached it's buildout point and all other lots will be retired.

In my opinion this is a terrible plan. People who have purchased property in this area should have the right to build on it or bring water to it. This right is being taken away. They must act now - or lose the right - people in SPA 1 in Cambria have already lost their right to move water to their lot in the future.
