The best description to pass on to you is this one from Michael Russer, a.k.a. Mr. Internet in his new book The Obsolete Employee. It states:

“An executive level VA is someone who is highly skilled and experienced in providing strategic support, including project management, virtual human resources (i.e. hiring and terminating other VAs as needed), writing business processes for each member of your virtual team, and making sure you stay on track as per their written objectives. They also strive to understand the big picture of your business and focus on making sure you achieve your goals and objectives using available resources.”
