Ground breaking for the new Omaha Royals stadium in Sarpy County last Wednesday was reminiscent of the Field of Dreams, except it was the real thing. For a small city Papillion just keeps getting better. According to Money magazine Papillion is the third, best small town to live in. The rating is up from being in sixth place in 2007. Of note was the fact that the city had good scores for affordable housing and economic performance.
