Question: I recently put in an offer on a home in SC that's a short sale. After reading Bill Kennedy's blog where he states he likes the idea of the following technique:
One of the techniques that I liked was that whenever he finds a seller who is going to need to sell their home through a short sale, he submits an offer to the bank immediately upon listing the property. The offer is from an investor, who offers an amount such as 60% of value. It may not be close to what is owed on the house, but the point is that an offer is immediately submitted to the bank to get the ball rolling.
Once the offer is submitted, a relationship can begin with the bank representative who will handle the short sale. Then, when a better offer comes through, the lines of communication are already established, the necessary seller paperwork is already done, and the offer can be submitted in a much more positive manner.

As a potential buyer, this doesn't seem right, maybe it's just my perception. You are submitting an offer you are almost certain the bank will not accept? Do realtors have investors in their back pocket that, when they say "JUMP", the investors say "How High?" or maybe it should be, "How Much?"
Now this has me wondering if the listing agent is using me as the so-called "pawn" until another, and higher offer comes along. I'm not an investor and am looking to purchase this property to live in.
I'd like to know if this is a usual practice when it comes to a short sale or foreclosure?

Question: If I find a property in the MLS database that I want to make offer on (without the aid of a buyer's agent), am I required to make the offer through an agent? IE - could I simply write the offer up myself and submit it to the seller's agent? I've heard that many real estate companies in SC refuse to accept offers that aren't from registered agencies. If I do all the work myself - find the property, do comps, negotiation, etc... why should I loose 3% cash to a buyer's agent?
