The Fort Hood Texas real estate market is mostly driven by federal VA Loan Guidelines.  We see our military home buyers using FHA loans, and conventional loans on occasion, but the VA Loan is still the mortgage loan of choice for veterans buying homes at Ft. Hood. For over ten years, the rules on VA Loan Appraisals stated that the appraisal was for any veteran to use, and the appraisal stood in effect for six months.  If you were purchasing a home with a VA Loan, and an appraisal had been ordered for it in the past six months, the appraisal would be transferred to your name and to your lender, and it would be used for YOUR benefit so you could close. I've been getting a lot of questions lately about the HAP program.    There's a lot of talk floating around about it, and sellers are are wondering if they even qualify for any of the program benefits. The Home Owners Assistance Program may be of help to certain Ft. Hood home owners who need to sell and need some financial assistance to do so, but figuring out of you qualify for help takes a bit of analysis. One of the best features of HAP is that it is NOT a short sale, and it does not affect your VA loan eligibility nor your credit report!                                           February Market Statistics in the Fort Hood Texas Area   Residential properties saw a slight decrease in comparison to the same period in 2010.  We had 406 new listings, 142 sold listings and 213 listings go under contract in comparasion to 426 new listings, 182 sold listings, and 247 under contract listings in February 2010.  The average sales price for Fort Hood TX Residential Properties in the month of February 2011 was $123,965 compared to Feb 2010's average sales price of $123,897.  The average list to sell ratio for the Month of February 2011 was 98.1% compared to 98.18% in Feb 2010.  The average days to sell in February 2011 is 119 compared to 73 in February 2010. Here in the Fort Hood Texas area, we have not been affected by the housing crash like other areas of the country, however, we have some decline in prices.  Because of that, there has not been a better time to buy a home in a long time.  Another reason that it is a good time to buy is because of the low interest rates.  Many of our buyers use their VA loan which is great - so that they do not have to put any money down.  In addition to the VA loan program, there is a program through the state of Texas called the Texas Veterans Land Board.  It is not just for land though.  Most local lenders can explain the TexVet program to the buyers.  The Texas Veteran Interest Rates remained low this week, at 4.6%.  There is also a 1/2% deduction for our disabled veterans of 30% or more.

I wrote this post several years ago and now it is time for an update.    Being that Killeen is home to Fort Hood, the largest military installation in the free world, it is no surprise that more Killeen homes are bought using VA guaranteed home loans than any other loan type. As such, and as might be expected, there are also more VA foreclosed homes in the Killeen area than any other type of foreclosed home. A VA foreclosure happens when a veteran purchased a home using his/her VA entitlement to get a VA guaranteed loan and then defaults on the note. The name VA guaranteed loan is somewhat misleading since the guarantee is not to the veteran that he/she will get the loan, but guarantees the lender against loss of principal if the buyer defaults. I can't help it. I love this part of Texas. I grew up in Killeen, TX and fell asleep with the sounds of Howitzers firing. Nothing like having your house shake. The Texas Veterans Land Board offers low interest home and land loans to qualifying veterans .  At this time, rates for disabled veterans with at least a 30% disability are at 3.88% for a 30 year fixed rate loan.  No downpayment is required, but a 1% participation fee is.   The seller may pay this participation fee for the buyer. Today's rate for veterans with no disability is at 4.38%, and also requires no down payment, but does require the 1% particpation fee. As a little bit of history, the Texas Veterans Land Board was created after WWII, to assist Texas veterans by providing low interest, long term loans to purchase land.   The program expanded in 1983 to provide loans for homes as well.   This is a self supporting program, funded by bonds approved  by Texas voters, and uses no tax...
