I can see the pro and con of your friend's issue, John Juarez ... given the value of the property and the cash-out amount, the lenders are being cautious. Given the timing of the application for loan, I understand your friends' reluctance to allow an appraiser into the property. It's a standoff at this time.
My guess is that the lenders are "selling" the loan down the road and that is what's determining the ability to utilize an appraisal waiver. I've had similar issues arise, but have been able to work out a compromise between homeowner and appraiser. If your friend remains adamant and will not compromise regarding the entrance of an appraiser into their home ... unfortunately, the standoff stays in play.
Hopefully, there is a loan officer still seeking another solution?
