As U.S. and Canadian real estate markets settle (slowly), resort destinations that offer wonderful new opportunities, including retirement living, are being explored. 
Increasingly, "Boomers" who have more personal wealth than any previous generation are buying in Mexico.  Because the demand comes mainly from these affluent buyers, the market doesn't seem to be affected by what is happening north of the border, at least based on what I observed and heard in another recent visit (my fourth this year) to Puerto Vallarta.

puerto vallarta: Opportunities today... - 11/21/08 05:40 AM
This week I returned from Puerto Vallarta, Mexico.  While home sales might have slowed down slightly, asset appreciation is still happening in PV, and it is clear that those with money continue to buy there including many Canadians.
I suspect that as paper portfolios diminish in North America, hard assets such as homes offer an attractive option for refuge.

On December 21st, my wife and I reluctantly returned from Puerto Vallarta, Mexico, which she now affectionately calls, "...our home away from home".
If you've ever been fortunate enough to compare the East coast of Mexico and other Caribbean/Gulf side destinations, to the Western Pacific, you'll know from experience that the weather is far more temperate all the way up the West coast.
