Most real estate agents across the country have seen a positive impact from the new Federal Government program to grant an $8,000 tax credit to first-time buyers. This money does not have to be repaid if you own your home for at least three years. It is payable to the homeowner, even if they do not owe $8,000 in taxes (like a rebate check) and can be filed with either your 2008 or 2009 tax return. To be eligible, you must satisfy income requirements and close on your home on or before December 1, 2009.

To the average homebuyer in central Connecticut, local real estate taxes are an important variable. The higher the taxes, the less monthly remains in the budget to pay the mortgage. The mill rate (or cost per thousand dollars of assessed home value) is set by each individual town and is recalculated each year.
For instance, the current West Hartford mill rate is 36.97. As an example, 572 South Main Street http://brentbellcrs.point2agent.com/Listing/VirtualTour.ashx?ListingID=2104829 has an assessed value (after applying the tax phase-in) of $132,979. This yields an annual tax of $4,916.23.

Oh to have a crystal ball! The challenge with trying to buy at the bottom of any market (real estate, stock or any other commodity) it that we only know it hit bottom when the market is on its way to recovery. So the real question for a buyer is: Do I want to buy when the market is declining or recovering?
