recommendation: Can you write me a recommendation?

I have written about this in the past. Time after time, I get emails from one network or another asking for me to write someone a recommendation. I think the biggest reason that I get a lot of them comes down to my internet presence. While I am flattered that someone would ask for a recommendation from me, I have to wonder how one would go about recommending someone that they do not even know.
