Residents in Milton Delaware will soon be able to apply for assistance to repair roofs, poorly insulated windows, aging porches, and other home problems.The Delaware State Housing Authority oversees the federal program which provides money to residents who are retired and on fixed incomes that do not have the financial resources to repair their homes. DelDOT begins construction Nov 30th, on the North Frederica Grade Separated Intersection, a project that includes construction of an overpass over Route 1. The project will consist of all erosion control work; relocating the sewer lines, construction of the bridge, ramps, and acceleration and deceleration lanes adjacent to Route 1 on the northbound side; reconstruction of Route 12/Frederica Road; and the milling and paving of Route 1. The project will cost approximately $6.9 million, and will take about 13 months to complete, depending on weather. According to TREND, the tri-state MLS system, the market watch for Kent County is still showing a slight buyer's edge, but with a miniscule pendulum swing towards being a seller's market. In September, the average sold price was $196,200 with 126 homes sold. October edged up slightly to an average of $208,600 with 123 homes sold.  This reflects a decrease in the number of sales, but an increase in the average home price; one indicator of the market shifting back to the seller's advantage. As I previously blogged, wind power is the wave of the future when it comes to green energy production. It's an inevitability that will serve communities with clean, cheap, electricial energy. This past week, the University of Delaware launched it's turbine project with Gamesa Corp, a Madrid Spain company. Wind power is an excellent source of energy, and for those with available land and good prevailing winds averaging 11 to 13 miles per hour, this could be a great investment. Besides being a terrific place to live and work, with terrific communities, low taxes, no sales tax, low (and I mean low) property taxes, Delaware now has another bragging right to add to its attactiveness.According to the Department of Transportation, Delaware is one of the most bike-friendly states in the nation. We are now ranked number 9, up from number 31 last year.  The ranking program, run by the League of American Bicyclists, ranks states according to their accomodations to cyclists. "It is good to see that more Delawareans are getting out of their cars and onto their bikes," said Gov. Jack Markell.

According to Lawrence Yun, NAR Chief Economist, the pending home sales nationwide are clearly turning in a postive direction. The affordablility of homes with the added tax credit incentive, are driving up the home sales. A leading 'forward looking' indicator, the Pending Home Sales Index, based on contracts signed in July 2009, increased by 3.2% over the June 2009 contracts signed.  This also represents a 12% increase over July 2008 contracts.
