  How do you successfully fight City Hall Ordinances is the question I ask today of all of you?  As realtors and homeowners we get a better overview of towns & cities proposed changes whether it be tax increases, ordinances, zoning, etc. then the typical homeowner.  So when revenues are way down in RI towns and cities, City and Town Councils come up with innovative ways to levy more taxes on the homeowner.  In this case in Pawtucket, RI this ordinance could be the pre-cursor for other towns to follow suit- tax and tax again. The town council has passed a resolution to tax all rental property a $100 per year per rental unit ( a duplex would be $200/year, and so on) and this will be assessed with penalty fees up to $500.  So not only are we adding to the high property taxes that are levied here (which they are) the legislative body wants to hit the landlords again with another tax that will obviously be passed on to tenants.  Now RI has one of the highest income tax rates of the 50 states so we are talking about more than enough tax here.
