EVIDENCE UTILITY DEREGULATION DIDN'T WORK OUT AS PROMISED

For many years, the State of Texas licensed and regulated utility companies who did business in the state.  And then lobbyist convinced legislators that deregulation would be a good thing.  Competition will cause prices to go down and service to get better.
None of that happened.
One of the properties I managed in the 1990s was a 100-year old, uninsulated, tall-ceiling building that we had converted to loft apartments.  Lots of single pane windows at least 6 feet tall facing north.  The apartments were about 850 square feet each.
There was no natural gas service in the building.  Heat and air conditioning were from an electric powered units.
Here is the stub from an electric bill.  It was sent to me by one of my tenants, and is for one of the coldest months...December, 1990.
