The average 30 year fixed mortgage rate has been below 4.0% for the last 6 weeks! The survey states that the 30 year fixed rate mortgage averages 3.89% while last year the 30 year fixed rate mortgage averaged 4.71% at this time.  The 15 year fixed rate mortgage averages 3.16% and last years 15 year fixed rate mortgage averaged 4.08%.
