Single family homes values peaked 2000, dropped 2008 Alameda County CA
In Alameda County CA , I was under the impression that market values peaked in the mid-2000s. Actually, the highest percent increase in market values actually occurred in 2000.
Here are the cities with the highest appreciation in 2000: 
Emeryville     33% Oakland        33% Union City     33% Fremont       32% Newark         30% San Leandro  30%  
 
And the cities that fell the hardest in 2008 and 2009:
Hayward       -25% Oakland        -22% San Lorenzo -22% San Leandro -18% Newark         -18% Emeryville    -16% Union City    -16%  
The cities that suffered least decline in market values in 2008
Albany         -4%  Berkeley      -7%  Alameda      -8%  Pleasanton   -8%  Fremont      -9%  Piedmont    -10%  
And showing signs of recovery in 2012
Emeryville          7% Berkeley            6%  Hayward            6% Oakland             6%
