A snip it from the on line article "Bush administration hoping the payments will give a jump-start to a weak economy".  800,000 thousand to go out today and tomorrow as well as yesterday, Thursday there will be a break as Friday a whopping 5 Million will go out.
I know retailers are hoping people will spend their money in their stores, however I hoping people will use this towards down payment on a new home! 
After reading this article I did not realize just how much you could get back if you qualify financially!  For the first time home buyer with kids they could get enough back to buy a home using a FHA loan!  This could help many families!
