Should you call a Listing agent to tell them an offer is coming?

Should you call a Listing agent to tell them an offer is coming? Which is proper? Calling the Listing Agent that you may have an offer or waiting until you actually have an offer in hand? Last Monday a Buyer Agent calls and states their buyers will be putting an offer in on one of my new listings. The day ends, no offer from them. A call goes out to all showing agents that an offer is coming in and to submit their highest and best offer. As the week goes on, offers come in from other buyers. A call to the agent who said they were submitting an offer goes unanswered. All offers are submitted to the seller and the home goes under contract.
 
A week later the phone rings and it is the showing agent who called to say an offer was coming in, they are meeting that afternoon to write on.  I let them know that is great, except the home went under contract "last week", you know when you called to say you were submitting an offer??? Que the crickets.....
