Tehachapi Police Department issued this Press Relesase on January 23, 2019.  Tehachapi is number 1 and Bakersfield ranked at the bottom for Kern County.  In fact out of 265 cities in California, Tehachapi ranked at 44 overall and Bakersfield at 257th.
