Are USDA / Rural Housing deals dead with this government shutdown? Not necessarily. If a USDA loan is fully approved, at this point it shouldn't be a problem. We can even get USDA loans through most of the process, except for USDA approval. It's a bit of a risk, when considering whether to write up a contract for a USDA deal, but it isn't an impossibility.
