Why do so many home owners gripe and complain about their Home Owner Associations? When the purchase of a home is made in a HOA community, the buyer receives the Bylaws and CCR's and signs off that they have received them. How many take the time to read them and understand the rules that govern all of those in the neighborhood? My experience is almost 100% of the people do not read and know what their responsibilities will be in maintaining their yard or in architectural changes or in parking commercial vehicles.
