A few months back I wrote a post about the impact PACE style energy retrofit liens were having on our housing market. In our region of Southern California, the PACE Program is primarily implemented as HERO, or Home Energy Renovation Opportunity, a joint venture between our quasi-governmental Western Riverside Council of Governments (WRCOG) and the funding mechanism they put in place to finance energy retrofits, RenovateAmerica. As noted, the HERO/PACE program can provide a real benefit to homeowners as an affordable way to add solar panels, dual pane windows, artificial turf and hundreds of other energy saving items to a home. Real estate fraud had only just come to our region in a big way and Realtors® were trying to grapple with this new issue. Problem was, nobody else thought it was an issue. Title Compliance Office – SCAM ALERT! Recently I’ve had several members phone me or send me a copy of a report allegedly from the Title Compliance Office in Riverside County. Printed in English on one side and Spanish on the other, they warn homeowners that they need to have a deed to their home so they can prove they own it. In official souding language they offer to get you an 'official' or 'certified' copyof your deed for the paltry sum of $167. This is a blatant scam trying to separate you from $167. Everybody gets a copy of your Grant

riverside county: Riverside County Releases Liberty Quarry Final EIR

The Riverside County Planning Department has released the Final Environmental Impact Report (FEIR) for Granite Construction's proposed Liberty Quarry Project south of Temecula. At 8,500 pages, the document is easily half again as long as the draft EIR released last year. I haven't slogged through the report yet but preliminary indication is that it backs up the draft EIR findings that Riverside County would benefit economically and environmentally from the proposed quarry location. That will have no impact whatsoever on quarry opponents who argue that the blasting will disrupt the area, reduce property values, contribute to earthquakes, and produce clouds of deadly

This past Saturday evening I attended the 2010 Foster Parents Appreciation Dinner hosted by the Riverside County Department of Social Services. It was a honey-do kind of thing because my wife works for DPSS and her department is largely charged with the logistics of the event so even though no alcohol is served, I get to attend. I've done it before - it's not too painful. Held at the always lovely Monteleone Meadows, the event packed the house attended by, and in tribute to, the dozens of families throughout the county who act as foster parents for needy children. Our Riverside County Joint Fraud Task Force has adopted a new motto - 'Changing Times - Changing Frauds'. When we started five years ago we were primarily focused on mortgage fraud as that was the predominant scam at the time. However, with the changing market the opportunity for that type of mortgage fraud has dwindle but we've seen an explosion in loan mod fraud, short-sale fraud and all kinds of housing schemes aimed at senior citizens including some very insidious reverse-mortgage scams. The Riverside County Assessor-Clerk-Recorders Office has just released a series of reports providing us more information than we could possibly want to know about the state of housing in Riverside County as shown by assessed property values. If you're curious about 2009-2010 Assessed Values by City, for example, you'll find that the local roll shows Murrieta with an assessed value of $10,112,353,803. After backing out exemptions, we're left with a net taxable value of $9,886,016,688 or a drop of 15.43% from last years $11,689,213,209. That's a drop in taxable value of nearly $2 Billion dollars!. Temecula dropped 11.6%

Today marked the 6th Annual Riverside County Water Symposium. The event featured a series of panels and speakers discussing the water challenges facing our state today. The keynote was delivered by Michael Chrisman, California Secretary for Natural Resources. I spoke with Riverside County Assessor/Clerk/Recorder Chief Larry Ward yesterday about Prop 8 property tax reductions this year. He wanted everyone to know 2 things and communicate it to their clients. EVERYBODY who had an adjustment last year will automatically be re-evaluated this year. Last year, you may recall, they re-assessed every property in the county that had been purchased since 2004. Those Buyers will get another swing at reducing their taxes - and with property values off by as much as 30% in some cases, chances are good they will save a few more greenbacks this year. This year

An assortment of business and civic leaders gathered today for the inaugural State of the City address for California's newest city, Menifee (incorporated October 1, 2008). It was a low-key event compared to many I've attended but the atmosphere was positive and upbeat and, dare I say, small-town America friendly. It was held at the Sun City (now part of the City of Menifee) Masonic Lodge.
