The twists and turns in a saga of trying to build a Padres minor league ballpark in Escondido Calfiornia rolls on. The partners announced a delay February 26, 2011 but it has nothing to do with Gov. Jerry Brown's proposal to grab local government redevelopment fees. There appears to be a few odds and ends to clean up in the agreement. The park is still scheduled to begin construction in January 2012 and it should be ready by April 2013, if no further delays are encountered.

The 50 year old San Marcos High School will demolished and rebuilt as the first project funded by Proposition K the $287 million bond measure passed in November. Students would begin the fall 2011 semester on the current campus on West San Marcos Boulevard, move next winter to a temporary campus a few miles away and return two years after that when the new high school is complete,. Here in California for those that are 55+ homeowners, prop 60 & 90 could be advantageous and beneficial. Proposition 13 prohibits property tax increases until property ownership is changed.
Understanding prop 60:
If either spouse is over age 55 (when the old home is sold), PROP 60 allows replacement of a primary residence with a new home of equal or lesser value within certain California counties and transfer of the Prop 13 assessed valuation from the old home to the new property. This is allowed once in your lifetime, and a spouse who has done it before 'taints' both spouses.

Local city budget issues, Local city growth-plus the challenge of a changing economy, the newest is the challenge of the aggressive homeless person/group that is panhandling down in Ocean Beach. The Vista Unified School District board, facing another year of declining revenue, approved a list of spending cuts Thursday and voted to send preliminary layoff notices to more than 167 teachers.
Hundreds of teachers showed up at the school board meeting to let the trustees know how unhappy they are with the budget cuts.

This week my mom had to go to see her doctors down @ the Scripps Green Hospital, in La Jolla, California. She is blessed to have some of the finest physicians take care of her in the area. Despite the threat of a lawsuit from the ACLU, Escondido has decided to continue its driver's license checkpoints, which a Latino group has characterized as traps to deport illegal immigrants.
Escondido police will conduct them differently, however. Instead of checking only driver's licenses, officers also will ask for proof of registration and insurance, City Attorney Jeff Epp wrote in a letter this month to the American Civil Liberties Union of San Diego & Imperial Counties.
