Low-ball offers are nothing new in real estate.  Buyers and sellers have probably done this dance since the dawn of time. 
As a buyer in 2015, you need to be aware of some things that you are communicating to the seller with your low-ball offer:

It's always a bittersweet day when we officially close our pool for the year.  
We look forward to opening it every spring and enjoy every possible moment during the summer.
When the season changes and we are forced to give it up, I feel a little disappointed.
We always wait until the last possible moment.

The weather is set to change significantly over the weekend with temperatures falling into the mid-40s here in the Atlanta suburbs.

Water, water everywhere and not a drop to drink!  Let's talk flooding, flood insurance and MONEY!
We didn't USED TO have a need for much flood insurance in the metro Atlanta area.  
Then September 2009 happened.  I remember it well.  It rained for days.  Hard.
The creek near my home crested over the road. Previously it carried only a trickle.

Not only can these moves bring your real estate transaction to a halt, you must think about your finances well in advance of making a loan application.
