HUD (Housing and Urban Development) homes are a part of the The Federal Housing Administration(FHA).  FHA insured loans provide federal mortgage insurance to homes owners. 
When homes purchased through the FHA programs are foreclosed on, the lender can file a claim for the mortgage payoff and the ownership of the home will go to HUD.
Homes purchased from HUD require only $100 down as opposed to buying through the FHA program which requires 3.5% down.
