We have now reached that awkward time of the calendar year...that time of year when Borrowers have received their W2 & 1099's for 2018, but have not yet filed their 2018 Federal Tax Returns.  While this awkward time occurs each year, many Real Estate & Mortgage Professionals remain ill-prepared for what this means for Banks...and more specifically...FUNDINGS.
 
Banks believe in "checks & balances" in order to cross-validate material facts represented in the loan file. As anyone can punch in numbers into software programs like "Turbo-Tax" and present these numbers to a Bank when applying for a loan, the Banks understand this risk. … (3 comments)

UPDATE: Owner Occupied Cash Out Refinances with DTI above 45%
will now require 6 months Cash Reserves
 
As mortgage rates trickle higher, Fannie Mae has taken a step to tighten their Underwriting (UW) guidelines yet again.  The latest revision is focusing on Cash-Out (C/O) Refinances with high Debt-to-Income (DTI) ratios.
 
Specifically, Fannie Mae has added a requirement for the Borrower to have 6 months of cash reserves if their DTI is over 45%.  Cash reserve requirements focus the total housing payment (Principal + Interest, Property Taxes & Homeowners Insurance) and also include Mello Roos, Private Mortgage Insurance and/or Homeowners Association Dues (when applicable).

It has been a volatile morning thus far.  The data released at 8:30am EST matched expectations and initially had little impact.  April Core PCE inflation rose 0.2% from March and was just 1.4% higher than one year ago.  April Personal Income increased 0.3% from March.  MBS prices then began to drop around 9:00am EST ahead of the 9:45am release of Chicago PMI, which jumped to the highest reading since March 2011. 
Pricing has opened 0.125 WORSE to the points/credits associated with each interest rate option.

It has been a fairly quiet morning thus far in relation to market movement. November Core PCE inflation matched the consensus with an increase of 0.1% from October (only 1.1% higher than 1 year ago). Personal income came in weaker than expected. Consumer sentiment also came in slightly below expectations. The Dow is up 75 points, mortgage pricing is +/- .125 from Friday's close.

Wow, what a crazy last 2 days for mortgage rates! We began Wednesday with a pre-emptive worsening of pricing by 47 bps (in anticipation of the Fed Meeting). By the time the day was over, we improved by 81 bps. Not to be outdone, today was even more eventful. After opening 31 bps worse, we proceeded to worsen an extra 68 bps.  Lenders throughout the country worsened their pricing by roughly 0.375 - 0.500 today as a result.
