The Amendment to Florida Constitution in 1992 limited the annual increase in the assessed value of the properties receiving homestead exemption to either 3% of the CPI (Consumer Price Index), whichever is lower. It is called "Save Our Homes" (SOH).
It does not limit property taxes, it just caps the the increase to the assessed value.
Every Florida Resident, who owns a primary residence and has homestead exemption, qualifies for SOH cap. Interestingly enough, if a homeowner owns an adjacent vacant lot, at his request it can also be covered by SOH cap.

I have been reading and watching TV and I knew that there was a discussion about raising taxes, and with more and more spending it was becoming sort of inevitable. But I still did not expect to find a person, who would feel ecstatic about paying more taxes.
But AR is like a sample of our Universe, and I ran into Stewart Penn's blog post Higher Taxes make for the Happiest People on Earth  And then Tchaka Owen in one of the comments on my blog said that he would rather have small State income tax in Florida (God save the sinner!)
